WhatsApp Business API in Morocco: what changed on 1 October 2026
Service messages charged beyond 1,000 a month, a Morocco-specific rate card, the free window from ads: what Meta's update changes for businesses on the WhatsApp API.

If your business uses the WhatsApp Business API (Meta's WhatsApp Business Platform) for a chatbot, an AI agent, order confirmations or appointment reminders, the bill changed on 1 October 2026. Meta changed two important things: some messages that were free are charged again, and Morocco is now a rate-card market of its own. Based on Meta's official documentation, this guide explains what changed, what stays free and how to keep costs under control.
How Meta bills the WhatsApp API
Since 1 July 2025, Meta charges per message sent, by category and by the recipient's country. Messages your customers send you are never charged. The categories:
- Marketing: promotions, launches, sales follow-ups (Meta-approved templates).
- Utility: order confirmations, delivery updates, appointment reminders (templates).
- Authentication: one-time login codes (templates).
- Service: free-form replies sent during the 24-hour customer service window opened by the customer's message.
What changed on 1 October 2026
- Service messages are charged again beyond 1,000 delivered messages per phone number per month. They had been free since November 2024. Unused messages don't roll over.
- Utility messages sent inside the 24-hour window are charged again. They had been free since July 2025.
- Morocco left the "Rest of Africa" group and became a standalone market with its own rates. According to Meta, Morocco's marketing, utility and authentication rates went up.
- A payment method must be on file: Meta says accounts without one by 30 September 2026 may see service messages stop being delivered once charging starts.
What stays free
- Messages you receive from customers.
- The first 1,000 service messages per number per month.
- The free entry point window: when a customer messages you from a Click-to-WhatsApp ad on Facebook or Instagram, you can reply with any message type at no messaging cost, for a window of up to 7 days (except Meta's own agent messages).
That last point matters in Morocco, where ads that open a WhatsApp conversation are one of the most effective acquisition channels for small businesses.
Who is affected?
Only businesses using the API (directly or through a provider, CRM or chatbot tool). The free WhatsApp Business app isn't covered by this rate card. But automating the free app with unauthorised tools risks a ban, as explained in WhatsApp Business banned.
How to keep costs under control
- Resolve in as few exchanges as possible: a well-designed AI agent answers right the first time. See AI WhatsApp chatbot for business.
- Group useful information into one message instead of three short ones.
- Keep marketing templates for customers who opted in, and measure their return: they cost the most.
- Use the free window from ads: a well-targeted Click-to-WhatsApp campaign opens conversations at no messaging cost during the window.
- Track usage monthly by category and set a cap with your provider.
- Link to your website for long information (catalogue, terms) instead of sending it all by message.
Is the API still worth it?
Yes, as soon as you need automation (AI agent, confirmations, reminders), a connection to your CRM or store, or several people on one number. The price change doesn't undo the API's value; it means designing efficient conversations and tracking costs. For a Darija agent, see WhatsApp chatbot in Darija.

Frequently asked questions

Since 1 October 2026, only the first 1,000 delivered service messages per number per month are free. Beyond that, they are charged according to Meta's rate card.
Does Morocco have its own rate?
Yes. Since 1 October 2026, Morocco is no longer in the "Rest of Africa" group; it has its own rates, which went up for marketing, utility and authentication according to Meta.
Is the free WhatsApp Business app affected?
No, per-message pricing applies to the API (WhatsApp Business Platform). The free app stays free but doesn't allow compliant automation at scale.
Are conversations from ads free?
